DNS uses port 53 over both transports. Ordinary queries and answers are short, so they normally travel as single UDP datagrams, which avoids TCP's connection setup. TCP is used for zone transfers (AXFR) between primary and secondary servers, which need reliable delivery of a large amount of data, and when an answer does not fit in a UDP message (classically 512 bytes): the server sets the TC (truncated) bit and the client repeats the query over TCP.
Why the other options are wrong
- (a) SMTP: Mail transfer runs over TCP connections to port 25 only.
- (b) Telnet: A Telnet session is a TCP connection to server port 23.
- (c) FTP: Both the control connection (port 21) and the data connections (port 20 by default) are TCP.

Tip: DNS is the classic "both" protocol: UDP 53 for normal lookups, TCP 53 for zone transfers and large replies.
